❄️ No Heat or Hot Water — What to Do

Heat is required Oct 1 – May 31. Hot water is required year-round. Here's what to do when they fail.

    NYC heat requirements

During 'Heat Season' (October 1 – May 31), your landlord must maintain: 68°F when it's below 55°F outside during the day, and 62°F at night regardless of outside temperature. Hot water must be at least 120°F and available 24/7, 365 days a year.

    File a 311 complaint immediately

Call 311 or use the NYC 311 app. HPD treats heat and hot water complaints as emergencies. They'll attempt to contact your landlord and may schedule an inspection. During severe cold, the city can issue an Emergency Repair Program order.

    Document the conditions

Use a thermometer to record indoor temperatures with timestamps. Take photos of the thermostat. Keep a log of days without heat or hot water. This evidence is critical for any legal proceedings.

    If your landlord doesn't respond

HPD can issue Class C (immediately hazardous) violations for no heat. If your landlord still doesn't fix it, HPD's Emergency Repair Program can hire contractors to restore heat and bill the landlord. You can also file an HP Action in Housing Court.
