A massive public housing development on the Harlem River Drive with zero open housing-code violations but an active footprint of residential noise.
This massive public housing development on the Harlem River Drive is fully operated by the New York City Housing Authority. While public housing complexes often face maintenance backlogs, this one has a completely clear housing-code violations record. Three things to know:
Zero open housing-code violations across the entire complex. In a complex of this scale, having a blank slate of open violations is rare. Recent filings are dominated by five interior renovation permits approved in July 2025, showing active utility work on the infrastructure.
Late-night music and interior pounding make up almost the entire complaint record. The building has 229 residential noise complaints on file, and the activity continues to register regularly, with the most recent report of loud music logged on April 9, 2026.
Hydrant and water pressure reports cluster nearby. Within three blocks of the building, there were 17 water system complaints over the last year, mostly split between running fire hydrants and dirty water.
